I added this on as it is for grades 3-4 - might be good for lower end readers, though reviewers say decent information written with choppy sentences.
The Jamestown Colony (We the People), Brendan January
http://www.amazon.com/Jamestown-Colony-We-People/dp/0756500435/ref=pd_sim_b_13
Sounds like a very readable text for grades 3-5. Downside is that they leave out Native Americans' perspectives on settlers and Lewis and Clark expedition.
You wouldn't want to be an American colonist! Jacqueline Morley

Great book for its illustrations and catchy language - not sure, if at all, on Jamestown, but good one for the library collection.
Modern US Government

Definitely looks a bit perkier than most books on this topic. Check out this link to look at the pages: http://tinyurl.com/o6laxr
What's a City Council? Nancy Harris
http://www.amazon.com/Whats-Council-First-Guide-Government/dp/1403495157/ref=pd_bxgy_b_text_c
Not sure if this is too simplified or specific for what you are looking for, but thought I'd bring it to your attention. No reviews.
What Are the Parts of Government? (My American Government), William David Thomas
http://www.amazon.com/What-Are-Parts-Government-American/dp/0836888677/ref=sr_1_1?ie=UTF8&s=books&qid=1242968491&sr=1-1
This book and others in the series have good reviews which say they have clear writing and accessible format for ages 9-12. Starts with personalized story and then connects to topic at hand, though from the outside looking in, these seem a bit on the boring side.
The City Mayor (First Facts) Terri Degezelle
http://www.amazon.com/City-Mayor-First-Facts/dp/0736836853/ref=sr_1_25?ie=UTF8&s=books&qid=1242968113&sr=1-25
I couldn't find reviews, but looks like a basic book on mayor's job. Also the title "City Council" by same author. Seem a bit dreary but you may need it for basic info.

Check out this site for lots of fabulous lesson plans for your grade level and topic. For example, I used the drop down menu to select grades 3-5 and then Civics: Community and these were the lesson plans and resources attached. The great thing here is that they incorporate primary source materials that are a click away.
